Default FF3.6 turns flash on at startup, even when I've disabled it

I like my flash disabled most of the time, because the embedded flash adverts can be so irritating (and to reduce exposure to flash cookies) - when I want to look at a flash video its easy enough to simply enable it.

But now I keep on finding that flash is enabled, even when I know I left it disabled. And guess what - it seems to be FF3.6 thats doing it - if I disable flash, close FF, restart the computer, open FF - I find that flash is back to being enabled.

So whats the point of the disable option in addons?

Is there any way to take control of my browser, so that when I disable an add-on, it stays disabled until I re-enable it?

You may have a problem with the file pluginreg.dat that stores the plugin registry.
You can try to delete that file and let Firefox rebuild a new version.

Thanks for the suggestion - but if I delete pluginreg.dat, stop & restart FF, or even restart the computer, FF re-creates the file (and with the same date & time - 26/02/2010 in this case), and flash continues to be enabled whenever I re-boot the computer. Looks like FF3.6 wants me to have continual flash - or could this be something written into the latest version of the flash plugin by adobe?
